Saving intermediate checkpoints & model averaging. #513

We need two features now.

Save intermediate checkpoints. Due to model size is usually huge (~1GB or more), saving them too frequently could waste too much space. One option would be managing last k checkpoints in some temporary files.
Additional script for model averaging.
model averaging script from T2T
Seems like it just simply averages params of last k models.
