Investigate more-explicit deployment controls

Currently, the system is geared around to considering the saved NSF state to always be complete and ready to deploy, but this can be undesirable when fiddling with servers and apps piecemeal. It may be better to have an explicit step to mark changes as deployable, or to instead perhaps have a manual command to send to the runtime to deploy changes.
