acc_evi_request does not trigger from local_route #211

Hello,

Acc module is working with event interface as expected but it does not work triggered within local_route block with below code;

local_route {
    if (is_method("BYE") && $DLG_dir=="UPSTREAM") {
        acc_evi_request("200 Dialog Timeout");

    }
}

I tested with HEAD branch.
