This is awesome work! I'd personally love to see another section for a cloud-agnostic setup for terraform. In my previous role, I had to build a matrix job for detecting file changes in the directories for terraform envs to trigger a terraform plan for that resource stack only. I think these best practices would benefit customers in onboarding and expanding their Actions usage. Effectively, we built in-house something Atlantis offered, but a lot simpler with just a few scripts and diff checks.
