Query logging rate limiting #1700

Is it possible to rate limit query logging, and failed query logging like in #1637?

Currently we have billions of queries a day across our clusters and each TSD in the load balancer generates several GB of logs.

Technically it's possible to DoS the server's /var/log directory's disk partition space if there is no rate limiting on logging.
