Precompiled Windows Dependencies

To compile OpenTTD on Windows, you need a few dependencies. These can be installed via vcpkg. To speed up CI builds, we publish the resulting vcpkg binaries here. These are used by various of CIs to speed up their job.

Why is this release on a random commit?

Although we publish a new windows-dependencies.zip often (at least once a week), the tag on which the release is made is never refreshed. This might be something we change in the future.
