Motivation / Problem

Deferred window resize was being applied to the initial window resize event, resulting in some window state (e.g. scroll bar capacity) not being initialised when expected.

Description

Resolved by not deferring OnResize during window initialization. Deferred OnResize is only intended to occur when a user is interactively resizing a window.

This fixes the issue raised #12580.
