Crashes when removing rail from an industry tile

No newgrfs, config file attached.
Windows XP Pro SP2

To reproduce, simply open a new game, (don't forget to unpause), select auto track laying tool, and ctrl+click (or select remove and left click) on an industry tile. (see screenshot)

Observed in:
- all climates
- normal, electric, monorail and maglev (roads are fine)
- all industries and town buildings (i.e. transmitter and lighthouse is fine)
- both with ctrl+click and
- left click with remove button on
