Install via Scoop

Scoop is a handy command-line installer for Windows.

If you already has extra bucket added, just:

scoop install hurl

Else, add extra bucket first: (while it's in the main bucket, no need to add extra bucket)

- scoop bucket add extras

Hi @wenmin92, 1.4.0 is out !
The zip package now includes hurlfmt.exe 😄

Feel free to update your PR on scoop repo to fix installer scope.
