Script to pull SPD roster from spd-looup/latest for updates #61

This should do the following:

download from DO spaces spd-lookup/latest/ folder
run update script to add entries from new roster
move existing roster to spd-lookup/historical/ folder and mark the date
upload updated roster to spd-lookup/latest/ folder for consumption
