Cannot restrict people to use an item

- modifyworld.items.hold.*
- modifyworld.items.pickup.*
- modifyworld.items.use.*.on.block.*
- modifyworld.items.throw.*

• 278 : Diamond Pickaxe

Modifyworld isnt restricting people to use and hold and the Diamond Pickaxe, instead people are allowed to wield it and use it to break all blocks. I do not see what the problem is here, the permission seems correct to me according to https://github.com/PEXPlugins/PermissionsEx/wiki/Modifyworld

• People are in the correct group
• People are not OP
• In the config.yml in Modifyworld item-restrictions is set to true
• In the config.yml in Modifyworld use-material-names is set to false
• In the config.yml in Modifyworld item-use-check is set to false
