Tag defined repositories

This feature needs to be implemented in order to avoid manually tagging repositories.
You define a new version tag together with its ref and then instruct the tool to 1)fetch repos locally 2) tag repos with the specified version at the specified ref 3) push the tags for each repo.

The challenge here is that a new yaml tag component needs to be introduced, besides the refs one to identify which git tag points to what git refs.
