Changing loglevel doesn't work as expected

Basically, the problem is that since we're fetching the logger handle at a file level, when changing the loglevel after instantiating porespy, it doesn't get propagated in other modules. To fix it, we should fetch the toplevel handle in _utils.py where ps.settings.loglevel = XX is handled.
