Have motorconf lock same file that pr2_etherCAT does.

[dking] Ideally, there would be a separate lock file for each network interface. All programs running as an ethercat master (fwprog, ec-chain-verify, pr2_etherCAT, motorconf, ....) would check the that lock file before running.

[dking] Only qualification/burn-in tests use motorconf.
