Re-enrollment no longer possible after end of school year

Another unnecessary restriction. In an ideal work, this does not happen, but in practice it does. Data entry happens a little after. If the school year ends and the rollover still has NOT taken place all data entry should remain possible. It is not possible to re-enrol students. Say some students re-enrolled near end of year. One should be able to do that and then quickly put all data for said students. But trying to re-enrolled previously dropped out students is greyed out and not going beyond the following step.
