Set rolling retention to "do not enrol after this school year" to then re-enroll them in their next school (say from primary grade 8 to high school grade 9)
Set rolling retention to "Enrol to another school" to handle transitions to new schools for graduating student (a desired feature not yet available).
Then the rollover create a promoted enrolment into the same school with no assigned grade.
This is a bit confusing and could be improved. For example, during rollover if a student has no grade to promote into in that school it could be assumed that the Set rolling retention to "do not enrol after this school year" was not done and thus fallback to doing that automatically in the rollover.

Basically, this would involved an additional bit of logic that would select all students in the last grade of a school (e.g. grade 8 students for an elementary school with no grade to promote to) and check that their Rolling/Retention option is not "Next grade at current school" (because it does not exists). If it is, fallback to a Rolling/Retention option "do not enrol after this school year".
