Builded OE and added two help commands

What's new ?

• Builded OE (I had to manage conflicts with ConColorMsg and Yalter's spt.vcxproj "hl2blablah" line)
• Added two help commands (I wanted SPT to be used by beginners to get helped). I planned implementing more.

This new build includes:

A timer that counts menuing and game time according to new SourceRuns rules.

You need to manually stop/start/reset the timer with binds but the tool is pretty accurate.
Works on all engines.
