build scripts don't generate artifacts on ngrok

In the previous configuration, our ngrok will publish a *whl package on every nightly build job. We design that is for the user can have a pre-release updated package. But now our TeamCity don't generate the *.whl package on ngrok anymore, our build script didn't pack the compiled .so and python into a standard *.whl.
