We need the ability to add key-pair translations on any chart or datapoint view

At the moment, key-pair translations can only be updated via the command line. We need the following too:

1. The ability to upload translation CSV files via the admin portal
2. The ability to click on the metadata of any chart or agent and update the translations for the metadata key-value pairs. This will greatly improve usability.
