Chart data download

Data from any visible chart needs to be downloadable.

1. This should be made available via an icon
2. This must be available for single and multi-line charts with a sepa
3. In Excel format, one column per datapoint with the first column being an Excel date formatted field for timestamps, the second column being the raw timestamp.
4. There should be appropriate headings for the first row
