Remove the TODOs remaining in code #1013

Describe the suggested improvement

There are 2 TODOs still residing in code. These should be investigated and removed or fixed so that they no longer reside in code.

  1. TODO: should we throw with Message or Message+ErrorCode
  2. TODO: might not need this as the new SDK doesn't send a message by using the original message. Rather, copies the text only.
