As work-rxjava3 is available here, is a compatibility with rxjava 3 on the roadmap ?

Better late than never. Since your PR is still unmerged and we also needed an RxJava 3 port, we decided to fork the repo and update it so feel free to use https://github.com/trading-point/RxWorkManagerObservers instead.
