If Steam isn't running (and logged in), the current Steam ID can't be determined from the registry. This results in users being dumped onto the "failed to autodetect steam id, you must input it manually" page. Confusion and sadness for everyone.

I don't think there is any reason to have the tool open without having Steam open anyway.
