[feature] pod2html should create links to the section

The pod format can link to a section using L<page/section>. It will translate that to <a href="page">section in page</a>.

That page should actually have an element with something like <h3 id="section">section</h3>, so it would be useful if the link it generated was: <a href="page#section">section in page</a>.
