Timers: "Timer Required Messages" has no effect

Detailed Description:
"Timer Required Messages" does not respect the amount of messages set. If left on default settings the bot will post timed messages every 10 minutes disregarding the amount of messages in chat completly. Deactivating the timer group does not disable the timed messages. To disable timed messages you have to deactivate each individual message in the group.

Steps to Reproduce:

1. create a timed message
2. enable the message
