Report BulkUpload row count via API

For BulkUploads that have been processed (whether that resulted in a success or failure), the front end wants to know how many rows were in the file. As implied by the designs for error reporting, it would be very useful to distinguish between number of valid rows and number of invalid rows for failed uploads.
