As a user, I want to detect existing circles on my LAN so I can join local friends and family without the need to reach out over the internet.

Acceptance: A client can quickly scan the LAN for active circles on a specified or default port and initiate a connection attempt automatically.

cancelled for now. Functionality is not required and possibly not ethical. Requires unsanctioned port scanning of the local network.
