When undoing an action with an indexed mode, tools do not work #446

Start editing the image. During editing, click on "Indexed mode". Undo the last change. Tools (Paint Brush, Spray Can, etc.) stop working.

Steps to reproduce the behavior:

Open image
Edit image
Click on 'Indexed mode'
Click on "Undo"
Edit image

Expected behavior: The image can continue to be edited.

OS: Windows 10
Version: 1.6.7

Also, the image quality deteriorates.
