Everything network related should use boost::asio instead of <arpa/inet.h> for better Win compile compatibility.
I changed did this to some degree in #141 but there are still two places left after the merge.
On drawback is that the various boost versions have a slightly different interface with regards to boost::address_v4 but I think they can be easily abstracted away and may even fade away by time.
This should (hopefully) make the transition to ROS2 easier.
