Try to setup the Video Processing on in the setup. It needs to be turned on for Vision Tracking:

f. Video Processing (default : off)
•this switch is enabling/disabling video processing such as face tracking (turn it on for vision tracking)
•video processing requires much cpu power and specific feature Android supports
•if the device does not support required feature, this is turned off internally and face tracking is deactivated
•if your device is slow when it is on, turn it off
