The mcpitanlib jar's mods.toml file isn't set up properly for NEOforge (it still references "forge" and '40,' (instead of "neoforge" and '0,').
Even with that manually corrected, it then causes loading isssues with other mods (notably "REI" and "Immersive Engineering").
It obviously hasn't even been go/nogo tested in a User Environment yet... :(

Still not corrected in mcpitanlib ver. 2.2.4-1.20.4-neoforge.jar's mods.toml:

A version range to match for said mod loader - for regular FML @mod it will be the forge version

loaderVersion = "[40,)" #mandatory This is typically bumped every Minecraft version by Forge. See our download page for lists of versions.

the modid of the dependency

modId = "forge" #mandatory

The version range of the dependency

versionRange = "[40,)" #mandatory

This prevents Neoforge from even loading mcpitanlib at all...
