停止C节点后，工作不正常，不能打包
停止B节点后，工作不正常，不能打包
10分钟后
重新启动C节点后，工作不正常，不能打包
10分钟后
重新启动B节点后，工作不正常，不能打包

查询最新区块没有出新块

共识机制没有起作用，自愈能力缺失，过相对比较长的时候后恢复正常，中间是什么原因导致
