Public view of user profiles

Is your feature request related to a problem? Please describe.
Currently you cannot view another user's profile info - stuff like their twitter, bio, what communities their in, what games they play, etc.

Describe the solution you'd like
There should be some public view of other users. There should also be some level of control for each user to determine what is public about them - potentially all the way to not having a public profile.

Describe alternatives you've considered
No public view - if no public view was to ever be developed then we can stop letting people add info about themselves.

In addition it would be good if Discord usernames as well as other social media handles could be in the profile so GMs can access them.
