We should include git actions for our CI pipeline. Specifically, we should:

  1. Build, package, and tag releases when merged into the master branch.
  2. Build and package when merged into the dev branch. Packages should have an incrementing dev# postfix when sent to PyPy.
  3. Test build when a new PR is opened to ensure the package can be built.
