You have forgotten to define id="tabs" inside your code example on step-1.html:

Sorry, it looks like I updated the tutorial project before the site rolled.

Docs on the site now matches this version:

googlearchive/polymer-tutorial@63a9b63

Site should be updated to match the project tomorrow.
