Consider making core-component-page a devDependency

Polymer currently bower depends on the core-component-page component. This enables components to display component pages.

Since this is not required functionality, we may want to make this a devDependency.

All we would be saving here is a smidge of disk space and a speck of download time, it doesn't strike me as worthwhile.

Additionally, the core-component-page functionality is intended to assist the user of a component not the developer, so it being a devDependency seems improper.

The concept of core-component-page itself is always under review, and the use of conditional packaging is also being explored in other areas, so I think this issue is ok to close.
