paper-tooltip not shown in iOS devices

Description

The "paper-tooltip" element is not shown on iOS devices. The behaviour can be checked straight out of the demo page https://elements.polymer-project.org/elements/paper-tooltip?view=demo:demo/index.html although it is not demo related, the issue still exists if you apply it on your own

Expected outcome

On iOS devices when you click the paper-tooltip trigger element, the tooltip should appear

Actual outcome

On iOS devices the tooltip is not shown when you click it's trigger

Steps to reproduce

1. Put a paper-tooltip element in the page.
2. Open the page in a iOS web browser.
3. Click the click on the paper-tooltip trigger element.
