Runway ID changed in THR file upon saving Groundnet

Where multiple thresholds carry the same Runway Number with a Left / Right extra identifier

FGA replaces the original Runway ID with NaN in the ICAO.threshold.xml file

Expected :

• Changes made to a groundnet file should not trigger updates to any separate file
• Should a user Grab & Drags a threshold or Tower icon in the FGA UI, only the location and tags are updated in the Threshold / Tower file.
• In absence of user initiated action (drag and drop) on either threshold or tower icons, simply editing a groundnet in FGA should not trigger an update to the threshold or Tower files ie no commit nor pull request.
