Hide mobile context menu icon when there is no context menu to show

rjhawar: This is just minor issue, but in prefect cloud 2.0 once you're in the workspace page why does the hamburger menu show up?

Clicking on it results in no action. It is only once you go into the workspace where hamburger menu get populated. It is a little confusing for newer uses when they click it and it doesn't do anything.
