Residual model for residual (and Jacobian-basis product) snapshot generation #179

Add support for workflows to generate residual snapshots needed for hyper-reduction. To enables this:

Samplers should return a list of directories for FOM cases
The residual model should take this list of directories and a trial space, then issue commands to project FOM snapshots, compute the corresponding residuals, and save them to disk.
