Move CQRS command bus from tactician bundle to Symfony Messenger

As we are based on Symfony and Symfony messenger is stable and powerful. I propose to switch from the tactician bundle to symfony messenger.

That would allow us to have easier upgrading process, as we only rely on Symfony and its BC promise.
