custom feature value in multilanguages

Describe the bug and add screenshots

When adding a custom feature value on only one langague it is always saved to the default langauge only.
Also, if only adding custom values to secondary language, settings is not saved. it seems to be required that there is one feature with a predefined value selected for the custom values to be saved.

Expected behavior

Either the value should be saved only to the selected language or all languages.

Steps to reproduce

1. Go to any product.
2. Select secondary langague (if you have english as default, choose another language)
3. Add feature "property" and type any word in the text box.
4. Save the product.
5. go back to product list and reopen the product.
6. The value is now only displayed on english.

I did manage to reproduce the issue with PS17.8.0, PS1.7.8.1 and PS1.7.7.8

I'll add this to the debug backlog so that it's fixed.
