Sphinx docs setup and github action created to run a build and check coverage on pull requests and push to github pages branch on pushes to main. When the next release is tagged and the build completes, will need to enable github pages in github settings; should also add a link to documentation in the readme (and maybe also change the target for the sphinx docs badge).
