new annotations application with annotation model
views for create, update, delete, search
revise search to return annotation list
unit tests for model
unit tests for views
check permissions on views that make changes
create log entries to document create, update, delete
basic admin interface for reviewing annotations
unit tests for admin

test last indirectly last week by way of new transcription functionality, worked as expected
