install percy js dependencies
install selenium python dependencies
create visual tests github workflow file
copy over/adapt visual test running script from cdhweb (visual_tests.py)
create management command to populate test site — use fixtures + setup_site_pages command for wagtail pages
add repository to percy web UI and add project percy token to github repo secrets for PPA
