[UWP] Bring the concept of Regions into Prism for UWP #780

I'm not sure if regions really make sense in a UWP world, but would be willing to dig deeper. Since there is no issue tracking this, I thought I would create one. @briannoyes what thoughts did you have on this? Would it be a similar implementation that WPF has?

I am also interested in being able to perhaps do multi-frame navigation, and have some ideas here. Once I get my PoC ironed out I will create an Issue/PR combo.

This would be really really good for line-of-business apps and supports WPF migration path more easily.

There are no regions in UWP yet.
