Create contracts alerts

Overview

A contract can have two kind of alerts:

• the end date is close
• the hours are almost all consumed

These two kind of alerts must be configurable (e.g. 3 months before the end of the contract, 80% of consumed hours).

These alerts must appear in the list of contracts, on the contract page and on the ticket page.

I've just didn't show the alert in the ticket page as these alerts are destined to the commercial and not the technicians.
