Add location to the User table, and allow searches for, for example, within 20 miles of San Francisco.
There would be a lot of tech that would need to be looped in, for instance a geo location lookup service, and location/geosearch libraries for Ruby.
Andrea Miller has done stuff in this for CarpoolVote
