Document the CLI

There is a flexible CLI in Proxeus which is only documented in basic form as part of the Configuration guide, and it is used internally during the build process, and in startup scripts.

Let's have another look at it, as it could be a good starting point for a lightweight version of Proxeus Core that perhaps has utility even without activating the web frontend.
