The current idea is to use shift-clicking on a Cruise Control sign to switch between modes.
Mode A is percentage based. e.g. 25%, 50%, 75%, 100%
Mode B is m/s based. eg. 0.25m/s, 0.5m/s, 1m/s, 1.5m/s...

Left-click would reduce speed and right-click would increase speed.
